November 4, 2025 Meeting Agenda

6:44 p.m. – 82nd Ave Bus Rapid Transit: Pedestrian and Bicycle Station Access –  TriMet

Paulina: community coordinator at TriMet, we are both working on the 82nd Ave Project, Shabina Shariff (also on call) will be main point of contact moving forward.
Replace the line 72 going from Clackamas Town Center to Swan Island with FX bus, like on Division. This bus is bigger faster, can enter at multiple points, and will have signal priority. The terminus will be at Cully and it will have 68 stations, enhance crossings, sidewalk and ADA improvements etc. Trips will be faster 8-9 minutes, though we are looking at adding more improvements to improve speed. Some vs More BAT lanes, however, these are already in Clackamas County so we are not adding any in Clackamas County. This will increase bus speed, and reduce traffic speeds. 
We are in the middle of the design phase right now. 

These options are only in the Clackamas section, as there are no bike lanes in the Portland section. 
Bruce Parker: what is a BAT line?
Paulina: Business Access and Transit lane only, there have been a lot of different opinions about the lanes, lots of people are supportive but some neighborhood associations are concerned about diversion onto neighborhood stations.
Kelli: How are you in the design mode and in the community input phase?
Paulina: we are in the 30% design phase, and the community input will be in the 60% design phase next year. We hope to make a BAT lane decision by December or January. The placement of the stations might not change, but we may be able to change some small parts.
Nicole: just to clarify, the BAT lanes are right turn only, no thru traffic?
Paulina: that is correct.
Nicole: what is the criteria for these?
Paulina: we are getting feedback from the neighborhood associations and business owners, as well as technical studies in coordination with PBOT to determine where some of the BAT lanes are going.
Jennifer: will this ever be replicated on other roads like McLoughlin and Oatfield?
Paulina: We are looking at TV Highway, but I can ask the project team.
Sheila: will only the long busses be on 82nd?
Paulina: all busses that use 82nd would be able to use it.
Jim: is there any feedback from the Division project and the Clackamas Town Center improvements?
Paulina: we are looking at feedback and are working on PBOTs better 82nd project. There will be pedestrian improvements, but there won’t be bike lanes in the Portland area. 
Joseph: I appreciate the alternative showing BAT lanes along the whole corridor, I think the exchange of 3-4 minutes of traffic for 3-4 minutes of transit improvement is a good tradeoff and I support the full corridor of BAT lanes. 
Nicole: is there a certain date for the BAT lane decision?

Dave: I support what Joseph said, it makes more sense
Sheila: I also support it, it seems like it would probably be safer for cars as well, without as many changes
Jim: I also support it, I think continuity is important.

  • Why do you want to serve on PBAC

Scott: I through we could a round robin, baton style, I worked for the County for 20 years, starting in Planning and Zoning, working for City of Estacada, before moving to Engineering and doing active transportation planning for the County, which is my passion. For new members, this will be a learning curve, there is a lot of bureaucracy, and it can take a long time. My favorite place to walk or bike is Newl Creek Canyon.
Mya:
Kelli: I have been with PBAC for about 8 years. I am a civil engineer. I live in the rural areas outside of Estacada, and I am interested in connectivity between the urban and rural areas. My favorite place is the Cazadero Trail, hopefully to bike on in the future. 
Bruce: I have been on the community for about 11 years, my favorite place to bike is along the Molalla River Corridor.
Joseph: I live Oak Grove and have been on the committee for about 9 years. My favorite place to walk in County is Oregon City area, I have always been interested in urban planning and good transit, and making the urban area safe and easy to ger around. I have a lot of interest in the urban area.
Nicole: I am not a member, and am partner with the County and the Street Trust for Safe Routes to School, formally since 2016. I am happy to answer any questions about Safe Routes. 
Sheila: I am a longtime county resident; my background is in education. My first teaching job was in Colton. My interest comes from what I saw as an elementary educator and principal. My favorite place to bike and walk in the County is the Rose Creek trail
Del: I have been on the committee for a very long time; I am 80 years old and still bike commuting and working between my home in Milwaukie and my job in Beaverton. My favorite things to do are ride my bike and run very long distances. My favorite places are the Springwater Corridor and the Trolley Trail.
Dave: I have been on the committee around 6-years, I have biked about 16000 miles this year. I bike to downtown Portland from the Carus school area, though I am moving to the Canby urban area so I have less lawn to mow. 
Jim: I’ve lived in Clackamas County for about 40 years now, and commute to the Lloyd center area. One reason I want to be on the committee is because I know that a lot of people are not comfortable riding and walking, I babysit my two year old granddaughters, and am very aware of areas not safe for them to bike or walk. Trolley trail and Springwater
Jennifer: One reason I wanted to be on the committee is because of my two year old, and am very aware of where it is safe to bike. I bike to the Trolley Trail out on Oatfield, and there are some safety issues. I work for Willamette University and commute to Salem for work and work in education

7:24 p.m. – PGE

Scott: PGE is in the process of replacing the towers that go along the Springwater corridor, all of the steel lattice towers are being replaced. PGE is required to look at impacts to cultural and historical resources. They are required to do mitigation as a part of there federal permits. We are looking at some potential projects, and we were hoping to brainstorm ideas, such as bike racks, art, and other ideas from the steel. It’d be at the Boring Station Park. We could do an informational kiosk, bike sculpture etc., brainstorm ideas for what we can as a part of PGEs federal mitigation permit. Apologies for them missing the meeting, hopefully we can have this discussion in December or January.

Scott: for new members, the day-after email will include needed information about projects upcoming, a survey, research Mya and I looked into, etc.
Sheila: can you add stuff from the zoom chat to the day after email.
Scott: Yes, Mya will get that. I will be sending out a survey from Oregon trails. The next meeting will be focused on what is ahead, and new member training (what is a TSP, what is a CIP). Three coworkers and I went on a trip to the Netherlands/Denmark as a part of a fellowship for a University of Oregon trip. Mya went on this trip as an undergraduate, and we were able to go as professionals. We may include this presentation in the next meeting. We also missed last year, but we have an end of year transportation trivia quiz.
